Two months after being in sworn in he signed a memorandum to "dramatically reform the way we do business on contracts across the entire government."

Obama is awarding a 568 million 'no bid' contract to Halliburton subsidiary KBR Inc.
May 6 (Bloomberg) -- KBR Inc. was selected for a no-bid contract worth as much as $568 million through 2011 for military support services in Iraq, the Army said.
Another example of "watch what he does", not what he says!
